There's probably not a lot you can do. This has been modelled as acceptable by his father and any effort to force change now will just alienate you. Set rules that you are comfortable with and try to keep the lines of communication open so that if he decides to change this on his own he knows he can come to you.
I think at first you need to decide what you want to allow
If he's smoking he will continue to without someone telling him not to.
If u tell him to quit he may just hide it better
If you tell him " only in your house" then he will get worse trust me cos then there's no secret
Or the worse - if his dad allows it - he may choose to live with him permantly
This is a heard one to be honest
I think if you want him off it and clean completely there's a lot of work for you mumma , constant 24/7 work

You can also take him to a doctor to test his levels
Doctors can tell how long, how much he's been smoking...
It could also be his friends
Do not call the police!
My parents did when i was 15 then child services got involved and it was messy. You so dont need that drama!
Have an open discussion about why he chooses to do it and make a list of pros and cons as to how it can effect his life, present and future. The cons far outweigh the pros, thats for sure.
