You need to get an ABN number and register a business name. I would then create a Facebook page, join some local groups and advertise in there. Do a startup special and get some decent reviews :)
Move to Cairns! I'd contract you tomorrow :) But seriously, personal services, like cleaning, is a growth industry. You have a great future both for yourself and your potential employees in the future. Do as the earlier posters said and also let your early clients know you'd love referrals. Good on you!
