Passport application without fathers signature

I’m wanting to start the process of getting a passport for my 4 year old to go on a 2 week holiday overseas. However I have to fill out a B9 form in hopes to get it without the fathers permission (he is on the B/Certificate) due to there being a DVO in place. I’m certain he would say no purely to attempt to gain some control back. He has had no access since I left him when my 4 year old was 6 months (he hasn’t even attempted to and moved away soon after) and he has paid no child’s support. I just want to see if anyone else has been in a similar position and how successful they were and if it was challenging to get a passport? Thank you in advance. Any advice or personal experiences would be helpful.

I know that they have to have a good reason to say no because I looked into it when my partners ex threatened something about passports so he can't just say no to be an ass.

Recently just gone through this. It took 4-5 months to process and about 15 calls to the passport office to get a move on, I had to provide proof of FDV, which was purely an IVO and criminal charges. They granted the passport without making any contact with the father due to FDV, his nil contribution to child and the amount of time since he’s seen child - good luck.
