You will definitely upset the people that you don't consider important enough to invite. If you are eloping, it's just the 2 of you. Otherwise, just have a small wedding with immediate family.
If you are worried about upsetting people, I wonder whether eloping is right for you? Most people that elope get kick back, so you need to be really committed to the idea and not care about what others feel or it will take the shine off and place strain on your honeymoon year
If I eloped now, it would just be the two of us plus kids.
We had a destination wedding, sent out a group facebook invite, and said if you can pay come. With booking details
12 people came.
I told my cousin, who wanted a tiny wedding but not offend anyone, to pick a difficult to get to, remote spot (not Fiji!), during the week, and invite everyone. It's a risk, of course, but no one except their parents, and one sibling, attended.
Most understood why, a few always grumble about it. But no one was offended as all were invited.
