My son has been asking to start sagging his trousers recently. He is only 7 years old and while I'm okay with it, I guess, I just worry about the implications at school and in the community. Is this the big deal I'm making it out to be?

No. Not a big deal. If the school don't approve they'll tell kids to pull them up and he can learn his fashion choices are for outside of uniforms.
Unless you live somewhere where "sagging" holds some kind of cultural significance or plays into negative stereotypes the only real implications are that he might have a wardrobe malfunction or he might be told to wear his trousers properly.
Personally, I'm of the opinion that purposely wearing/styling pants so that underwear is exposed is not appropriate form of self expression for children, at least not at school or in public. So it's not something I'd allow outside of the house to be honest.
My kids have some weird ideas every so often and thankfully grow out of them or get shamed by their peers out of them lol. It will most likely be okay ;)
