Looking for work, networking on the Sunshine Coast, Qld

We have recently moved yet again for my husbands work, this destination (Sunshine Coast, Qld) however, was my choice, and I love it.
What I'm really struggling with is finding work!
I have applied for countless jobs in my field of experience (reception/customer service) with not even so much as an interview.
In speaking with some mum's in the school yard, I'm hearing that most jobs are secured by "its who you know, not what you know!!" Regardless of them being advertised in local papers, seek, etc.
Being new to the area and knowing a very limited amount of people at this point, I feel as if I'm losing confidence in myself and my abilities.
I have recently had my resume professionally re-done, still to no avail.
I'm not really sure what it is I'm asking, but if anyone has any suggestions or options I would be most grateful!!
I have 2 school aged children and a husband that is a workaholic, so being there for my kids is super important.
I would absolutely entertain work from home options or a home based business idea, however, party plan type things are not my cup of tea. But I am prepared to give any line of work a go!
